"Standard user" or "user"

Sec. 21. As used in this chapter, "standard user" or "user" refers to: (1) a communications service user who pays retrospectively for the service and has an Indiana billing address for the service; and (2) in the case of a nonmobile communications service user, an exchange access facility used in Indiana.
