"Provider"

Sec. 19. (a) As used in this chapter, "provider" means a person or entity, or an affiliate of a person or an entity, that: (1) offers communications service to users in Indiana; and (2) provides, or is required by the Federal Communications Commission to provide, a user with direct access to a PSAP through the placement of a 911 communication.       (b) The term includes the following: (1) Facilities based and nonfacilities based resellers of communications service. (2) Any other provider of communications service through wireline or wireless means, regardless of whether the provider is subject to regulation by the Indiana utility regulatory commission.
