Indiana Code § 36-8-15-3

"Communications system" defined

Sec. 3. As used in this chapter, "communications system" means any system: (1) designed for the transmission of writing, signs, signals, pictures, data, and sounds of all kinds by any means, device, or apparatus; and (2) intended for use only by public safety agencies for public purposes.
