Sec. 1109.2. If: (1) an applicant applies to a local authority for an extension of permit conditions under any circumstances; and (2) the local authority denies the applicant's application for an extension; the local authority shall provide the applicant written determinations and findings of fact explaining the local authority's denial of the application for an extension.
