Sec. 28. A person who knowingly: (1) applies any money raised under this chapter to any purpose other than those permitted by this chapter; or (2) fails to follow the voucher and warrant procedure prescribed by this chapter in expending any money raised under this chapter; commits a Level 5 felony.
