Residential housing development program; required findings

Sec. 66. (a) This section applies only to a residential housing development program established under section 64 of this chapter.       (b) The commission must make the following findings in the resolution adopting a residential housing program under section 64 of this chapter: (1) The public health and welfare will be benefited by accomplishment of the program. (2) The accomplishment of the program will be of public utility and benefit, as measured by one (1) or more of the following: (A) The provision of adequate residential housing. (B) An increase in the property tax base. (C) Other similar public benefits.
