Connection of sewer and water service; waiver against remonstrance

Sec. 7.5. A landowner is not required to grant a municipality a waiver against remonstrance as a condition of connection to a sewer or water service if all of the following conditions apply: (1) The landowner is required to connect to the sewer or water service because a person other than the landowner has polluted or contaminated the area. (2) A person other than the landowner or the municipality has paid the cost of connection to the service.
