Sec. 4. If the city: (1) converts the dedicated real property or any part of the property to a use other than as a public park in the city; or (2) dumps or deposits or suffers or permits to be dumped or deposited garbage, refuse, or other worthless matter in or upon the dedicated real property or any part of the property, except as is necessary and incidental to the public park use; the general assembly may withdraw all of the dedicated real property from the city without compensation to the city.
