Sec. 5. (a) A unit may acquire by eminent domain or other means, and own interests in real and personal property. (b) A municipality may exercise the powers in subsection (a), except for the power of eminent domain, within four (4) miles outside of its corporate boundaries. A municipality may not exercise the power of eminent domain outside of its corporate boundaries, unless a statute expressly provides otherwise.
