Sec. 12.5. "Final nonappealable judgment" means a final judgment with respect to which: (1) the time for filing an appeal has expired; (2) all appeals have been exhausted; or (3) both. A final nonappealable judgment is issued on the date an event described in subdivisions (1) through (3) occurs.
