"Noncompliant prosecuting attorney"

Sec. 3. As used in this chapter, "noncompliant prosecuting attorney" means a prosecuting attorney who has engaged in a pattern of conduct that reflects a refusal to prosecute a criminal law enacted by the general assembly.
