Sec. 5. (a) As used in this section, "formal written commitment" means: (1) adopting a resolution or ordinance; and (2) entering into an agreement. (b) In the context of this article, a county, city, or town that has made a formal written commitment to convert to or adopt the state's automated judicial system is considered to be operating under the state's automated judicial system once the conversion to the system is complete.
