Statements made to commission; immunity from civil liability

Sec. 5. A person is immune from civil liability for damages for any sworn or written statements made: (1) without malice and transmitted to the commission, the executive secretary, or the executive secretary's staff; or (2) in the course of investigatory, hearing, or review proceedings under Admission and Discipline Rule 23.
