Sec. 10. (a) If: (1) the court determines that the allegations in the petition described in section 4 of this chapter are true; and (2) the other requirements of this article are met; the court shall terminate the parent-child relationship. (b) Except as provided in section 11 of this chapter, if the requirements of subsection (a)(1) or (a)(2) are not met, the court shall dismiss the petition.
