Sec. 1. (a) An: (1) adoptee who is at least twenty-one (21) years of age; or (2) adoptive parent of an adoptee who is less than twenty-one (21) years of age; may consent to the release of identifying information concerning the adoptee in a signed writing.       (b) The consent described in subsection (a) must identify the persons to whom the information may be released.
