"Paper ballot"

Sec. 76. (a) "Paper ballot" refers to a ballot that is: (1) marked by a voter using a pen or pencil; and (2) designed to be counted by hand and not counted on an automatic tabulating machine.       (b) The term does not include a ballot card.
