Sec. 18. As used in IC 3-9 , "caucus" refers to a caucus to fill a candidate vacancy under IC 3-13-1 or IC 3-13-2 . The term does not include a caucus to fill a vacant office under IC 3-13-5 or IC 3-13-11 .
