Sec. 0.1. Notwithstanding any other law, the additions and amendments to this chapter made by legislation enacted in the 2015 regular session of the general assembly do not affect any: (1) rights or liabilities accrued; (2) penalties incurred; (3) offenses committed; or (4) proceedings begun; before July 1, 2015. Those rights, liabilities, penalties, offenses, and proceedings continue and shall be imposed and enforced under prior law as if the legislation had not been enacted.
