Sec. 18. "Member" means a person that, according to the: (1) records; and (2) articles of incorporation and bylaws; of a mutual insurance company or mutual insurance holding company, as applicable, is a member or policyholder of the mutual insurance company or mutual insurance holding company, as applicable, with voting rights.
