Sec. 2. A health maintenance organization that is in operation on July 1, 1994, shall make: (1) a deposit with the commissioner equal to two hundred fifty thousand dollars ($250,000) on July 1, 1994; and (2) an additional deposit with the commissioner equal to two hundred fifty thousand dollars ($250,000) by December 31, 1995.
