Sec. 3. The board may issue a license to an individual who: (1) is licensed, certified, or registered in another state or territory of the United States that has requirements determined by the board to be substantially equivalent to the requirements specified in this article; (2) is in good standing in the other state or territory; (3) applies in the manner required by the board; and (4) pays an application fee specified by the board.
