Unified coverage of subject matter; construction against implied repeal

Sec. 103. This article: (1) is a general act intended as a unified coverage of its subject matter; and (2) any part of this article may not be considered to be impliedly repealed by subsequent legislation if such construction can reasonably be avoided.
