Sec. 33. (a) A person who knowingly violates: (1) this chapter; or (2) any rule or order issued or adopted by the commissioner under this chapter; commits a Level 5 felony.       (b) A person who violates a rule or an order issued or adopted under this chapter may be assessed a civil penalty of up to ten thousand dollars ($10,000).       (c) The commissioner may refer any evidence concerning violations of this chapter or violations of any rule or order issued or adopted by the commissioner to any prosecuting attorney in Indiana.
