"Public contract for services"

Sec. 6. (a) As used in this chapter, "public contract for services" means any type of written agreement between a state agency or political subdivision and a contractor for the procurement of services.       (b) The term does not include a contract for the lease of property owned by the state under which no state expenditures are required.
