Sec. 3.5. "Employment social enterprise" means a nonprofit or for-profit organization that: (1) provides: (A) transitional employment; and (B) social support, including on-the-job and life skills training; to individuals with a barrier to employment, as defined in Section 3(24) of WIOA (29 U.S.C. 3102(24)); (2) uses evidence based practices and data driven policies to inform decision making, implement procedures, and measure outcomes; and (3) does one (1) or more of the following: (A) Provides services. (B) Produces goods. (C) Assembles goods.
