Sec. 11. The board of trustees of Vincennes University may elect and appoint persons of suitable learning and talents to be president and professors of Vincennes University and, subject to IC 5-10.2-2-20 through IC 5-10.2-2-22 , agree with them for their salaries and emoluments.
