(a) The treasurer of state shall adopt rules under IC 4-22-2 necessary to administer this article. (b) The state board shall adopt rules under IC 4-22-2 to establish a procedure to establish an Indiana education scholarship account education service plan for an eligible student. (c) The department of education and the commission for higher education may adopt rules under IC 4-22-2 necessary to administer the CSA program under this article.
