Sec. 7. The state board shall adopt rules under IC 4-22-2 concerning: (1) the criteria and priorities for awarding grants and advancements under this chapter; (2) the terms and conditions of advancements made under this chapter; and (3) any additional matters necessary for the implementation of this chapter.
