Sec. 10. (a) For purposes of section 7 of this chapter, an emergency when used with respect to repair or replacement is: (1) a fire; (2) a flood; (3) a windstorm; (4) a mechanical failure of any part of a structure; or (5) an unforeseeable circumstance. (b) For purposes of section 7 of this chapter, an emergency when used with respect to site acquisition is the unforeseeable availability of real property for purchase.
