Sec. 13. If: (1) the trustees of school corporations of a city or town believe; or (2) the township trustee of a township believes; it is necessary to purchase any real estate on which to build a schoolhouse, or for any other purpose connected with the real estate, the township trustee or school trustees, or a majority of them, may file a petition in the circuit court of the county asking for the appointment of appraisers to appraise and assess the value of the real estate.
