Sec. 2. (a) The board shall establish appropriate criteria to: (1) set priorities for parental choices; and (2) assign students to schools. (b) Criteria established under this section must provide that if the parent of a student chooses to enroll the student in a neighborhood school, the student will be assigned to the neighborhood school, subject only to building capacity limitations.
