Sec. 21. This chapter applies to the school city to the extent the chapter is not in conflict with: (1) IC 20-23-4 and IC 20-23-16 ; and (2) the school reorganization plan applicable to the school city or the school city's successor corporation under the terms of IC 20-23-4 and IC 20-23-16 . However, IC 20-25-3-4 prevails over any conflicting provision of IC 20-23-4 and IC 20-23-16 and over the provisions of any school reorganization plan.
