Sec. 13. "Parent" means: (1) the natural father or mother of a child; (2) in the case of adoption, the adopting father or mother of a child; (3) if custody of the child has been awarded in a court proceeding to someone other than the mother or father, the court appointed guardian or custodian of the child; or (4) if the parents of a child are divorced, the parent to whom the divorce decree or modification awards custody or control with respect to a right or obligation under this title.
