Sec. 5. (a) The council shall meet at least three (3) times, and not more than six (6) times, per year.       (b) Meetings held under this section must include not more than two (2) public hearings per year concerning issues of importance to youth.       (c) The affirmative votes of a majority of the members appointed to the council are required for the council to take action on any measure, including annual reports.
