Sec. 1. As used in this chapter, "certificate of free sale" means a document that: (1) is issued to an Indiana food manufacturer, processor, packager, distributor, or warehouser that is inspected by the state department; and (2) verifies that the specified items are freely marketed in the United States and eligible for export to any foreign country, if the particular manufacturer, processor, packager, distributor, or warehouser does not have any unresolved enforcement actions pending before the state department under this article or rules adopted by the state department.
