Sec. 12. The state department shall adopt rules under IC 4-22-2 to carry out the purposes of this chapter. In formulating the rules, the state department shall consider: (1) present medical and scientific practices in the field; (2) rules and regulations of the federal Food and Drug Administration; and (3) any other procedure that should be followed to reasonably ensure the safety of the donor and recipient of blood.
