Sec. 1. (a) The state department shall provide a system of vital statistics for Indiana to be administered by a division of the state department. (b) The state department shall provide to the local vital records offices guidelines concerning the interpretation of laws and the state department's rules concerning vital statistics to assure uniform application of the state laws and rules.
