Sec. 4.5. As used in this chapter, and with respect to a declarant and witness, "observe" means to perceive another's actions or expression of intent through the senses of eyesight, hearing, or both. The term includes perceptions perceived through the use of technology or learned skills to: (1) assist a person's capability for eyesight, hearing, or both; or (2) compensate for an impairment of a person's capability for eyesight, hearing, or both.
