Sec. 5. (a) The state department shall administer the pilot program. (b) The pilot program must include treatment in a residential care facility located in the following locations: (1) One (1) facility located in Marion County. (2) One (1) facility located in Winchester. (3) One (1) facility located in the southern part of Indiana.
