Indiana Code § 16-31.5-2-15

"Rule"

Sec. 15. As used in this article, "rule" means a written statement by the interstate commission promulgated under IC 16-31.5-12 that: (1) is of general applicability; (2) implements, interprets, or prescribes a policy or provision of the compact; or (3) is an organizational, a procedural, or a practice requirement of the commission and has the force and effect of statutory law in a member state and includes the amendment, repeal, or suspension of an existing rule.
