HIV prevention; allocation of resources

Sec. 1. The state department shall consider the following factors in determining the allocation to a political subdivision of resources or funds that are appropriated from the general fund to the state department for the prevention of the transmission of the human immunodeficiency virus (HIV): (1) The population size.
