Sec. 4. (a) A person adversely affected by action of the state department under this chapter may request review under IC 4-21.5-3-7 .       (b) The procedure governing appeals under this chapter must be in accordance with IC 16-28-10 .       (c) If a request for a hearing is not filed within the fifteen (15) day period specified in IC 4-21.5-3-7 , the determination of the executive board is final.
