Sec. 4. The board of trustees may: (1) adopt and apply rules and regulations for proper management of the hospital; (2) employ, discharge for sufficient cause, and fix the compensation of a superintendent of the hospital, who is responsible to the board of trustees for the proper administration of the hospital and the care and treatment of the afflicted children committed to the hospital; (3) fix the number and compensation of the assistant medical and executive officers, nurses, and employees of the hospital; and (4) provide the food, heat, light, and medical and surgical equipment, appliances, and supplies necessary for the proper and best treatment of the afflicted children committed to the hospital.
