Sec. 1. If the county executive and county fiscal body of a county without a general county hospital determine that the county has insufficient hospital facilities, the county may give financial aid for the construction, equipment, and improvement of a nonprofit hospital that meets the following conditions: (1) Is operated for charitable purposes. (2) Is owned and operated by at least one (1) hospital association or owned by a governmental unit in the county and operated by a hospital association. (3) Does not limit the membership and officers of the hospital association to residents of a certain section of the county. (4) Has a governing board of the hospital association that meets the following conditions: (A) Is nonsectarian and nonpolitical. (B) Is chosen by election by the members of the association. (C) Includes the following: (i) One (1) member designated by the county executive. (ii) One (1) member designated by the county fiscal body. (iii) One (1) member who may be a licensed physician.
