Sec. 2. (a) A person may not manufacture, sell, offer for sale, or distribute within Indiana a biological product for use on an animal unless the biological product is produced at an establishment that is: (1) licensed by the United States Department of Agriculture, as provided in 21 U.S.C. 151 through 21 U.S.C. 158, as amended; or (2) located in Indiana and approved by and issued permits by the board.       (b) The permitee shall pay the expenses related to the required tests for biological products approved under this section.
