Sec. 17. A transport vehicle must be constructed: (1) in a manner that is practically watertight so that drippings or seepage from dead bodies does not escape from the vehicles if the drippings or seepage can be prevented; (2) with an endgate designed to prevent drippings and seepage from escaping from the vehicle while transporting dead bodies; and (3) in a manner that completely conceals the dead bodies in the transport vehicle from view of persons using the highways and any public nuisance is prevented during transport.
