Sec. 34. As used in this chapter, "plant regulator" means any substance or mixture of substances, intended through physiological action, for: (1) accelerating or retarding the rate of growth or rate of maturation; or (2) altering the behavior of ornamental or crop plants or the produce of ornamental or crop plants. The term does not include substances that are intended solely as plant nutrients, trace elements, nutritional chemicals, plant inoculants, and soil amendments.
