Sec. 1.5. (a) As used in this section, "manure based fertilizer" means processed manure based commercial fertilizer with a manure content of at least seventy-five percent (75%). (b) Except as provided in subsection (c) and sections 35 and 36 of this chapter, this chapter does not apply to manure based fertilizer. (c) The state chemist shall adopt rules under IC 4-22-2 : (1) regulating the distribution of manure based fertilizer; and (2) establishing fees for the distribution of manure based fertilizer.
