Sec. 21. As used in this chapter, "treated" refers to seed that has been subjected to an application of a substance or a process to: (1) reduce, control, or repel certain disease organisms, insects, or other pests attacking the seed or seedlings growing from the seed; or (2) change the appearance, growth pattern, or performance of the seed or seedlings growing from the seed.
