"Highway, street, or right-of-way"

Sec. 123. "Highway, street, or right-of-way", for purposes of IC 14-16 , means the entire width between the boundary lines of a way: (1) that is publicly maintained; and (2) when any part of the way is open to the use of the public for purposes of vehicular travel.
